Paul is Director of Medical Services and Medical Director of Chronic Disease Management in the Australian Capital Territory (ACT Health Service, Associate Professor of Public Health at the Australian National University (ANU), and director of the ANU Centre for Health Stewardship. The Centre undertakes work on health department administration, clinical governance and the legal basis of health stewardship. Paul joined the board of the Australian Healthcare and Hospitals Association (AHHA) in 2014 and was Chair from 2015 to 2017. Paul’s research interests include health policy, financing, and regulation from a social and political theory perspective.
